City of Groveland, Florida Client: Groveland Planning Staff

Geoffrey Mouen Architects (GMA), in collaboration with the Consultant Team, led a visionary Urban Core Development and Feasibility Study for the City of Groveland. The study explored optimal build-out scenarios over a 50-year horizon, grounded in the City’s adopted Form-Based Code and calibrated to support civic, commercial, and infrastructural growth within a walkable, mixed-use framework.

The study evaluated the long-term potential of Groveland’s downtown core, integrating anticipated civic expansion, commercial development, and residential infill into a cohesive urban vision. Growth models were developed using conservative timelines, ensuring realistic projections that align with market conditions and municipal capacity.

A key component of the study included coordination with the proposed realignment of State Road 50 and its designated truck route—an infrastructure shift with significant implications for traffic flow, land use, and urban form. The study addressed these impacts through strategic block planning, street hierarchy, and site-specific massing models.

Deliverables included conceptual build-out plans, phasing strategies, and visualizations that demonstrate how Groveland’s urban core can evolve into a vibrant, resilient civic center. The final report provides city leadership with a clear roadmap for incremental development, ensuring that future growth remains consistent with the community’s values, regulatory framework, and long-term aspirations.
