Civic Complex Feasibility Study
Groveland, Florida Client: Groveland Planning Staff
Geoffrey Mouen Architects (GMA), in collaboration with a multidisciplinary Consultant Team, led a comprehensive feasibility study to identify optimal sites for Groveland’s proposed Civic Complex—a new civic anchor comprising City Hall, County Library, and Tax Collector’s Office within a 35,000–45,000 GSF footprint.
The study evaluated eight downtown parcels, analyzing each for spatial capacity, infrastructure feasibility, ownership status, and alignment with Groveland’s strategic planning goals. Through conceptual site plans, massing models, and infrastructure impact assessments, GMA provided a clear framework for comparing site viability.
Stakeholder engagement played a central role, culminating in a review workshop with City Staff to refine recommendations based on community and administrative feedback. The final report presents a ranked selection of preferred sites, supported by detailed findings and visual documentation.
This feasibility study now serves as a foundational guide for site selection and future development, supporting Groveland’s long-term growth and downtown revitalization efforts with clarity, vision, and architectural rigor.
